At their next meeting the Planning Commission will be considering changes to the Pilchuck District development regulations. Last year the City Council directed the Planning Commission to investigate minor code amendments that could create better opportunities for projects in the Pilchuck District. The changes that will be considered are consistent with existing policies but are intended to facilitate new development and redevelopment in the District.
Among the potential code amendments the Commission will be discussing are:
- Allowing limited commercial activity (e.g. daycare, personal services, professional/medical services, business services) in the Townhouse Zone on the street level of buildings as a provisional use;
- Allowing light manufacturing in the Center Zone as a provisional use (currently no industrial use is allowed in the District at all);
- Relaxing nonconforming use rules to allow existing nonconforming uses to be replaced by different, but similar, nonconforming uses; and
- Designating the Pilchuck District as a targeted area which would make multi-family projects in the District eligible to receive an 8-year exemption from property taxes or a 12-year exemption if 20% of the units are restricted to lower income households.
