Shoreline Master Plan Now in Effect

Hill Park - Blackmans Lake

June 4th marked the end of what turned out to be an 8-year update process for the City’s Shoreline Master Program (SMP).

The final step of the process was achieved when the City received a final approval letter from the Washington State Department of Ecology on May 21, 2018 that set the June 4, 2018 effective date.

The SMP is a comprehensive document that includes policies, development regulations, and technical studies related to development within the shoreline jurisdiction.  The shoreline jurisdiction is defined as all “shorelines of the state” and the shorelands extending 200 feet in all directions from those shorelines.  The City of Snohomish has three shorelines of the state:

  • Snohomish River
  • Pilchuck River
  • Blackmans Lake

The updated SMP now also includes an Overview and Users Guide.

The technical studies, which were done by the City's environmental consultant, ESA, include a:

  • Shoreline Inventory & Characterization
  • Restoration Plan
  • Cumulative Impacts Analysis

To download the SMP documents, go to the City's Shoreline Master Program web page
