Engineering Services

The Development and Engineering Services Division is responsible for community and infrastructure planning and has a staff of ten. The Division personnel also regulate land use development by implementing the policies and regulations established by City Council and the State of Washington. The division coordinates permitting for new development and major redevelopment. Division personnel review plans for conformance with planning, building code, engineering and public works requirements and inspect new development and construction.

Utility System Planning

The City's utility system plans identifies:

bulletThe water, sewer, surface water, and transportation infrastructure needed for growth anticipated in the City Comprehensive Plan
bulletCapacity necessary to serve the existing and anticipated residential and business growth and standards the system must meet
bulletDeficiencies in the existing system
bulletCommunity desires

Based on this information, infrastructure projects are prioritized and matched with available funds. The resulting project schedule and budget is adopted as the City's Six Year Capital Facilities Plan (CFP). Staff in this department work with the Finance Director to prepare the CFP. The CFP is updated annually and adopted by City Council as part of the Comprehensive Plan and the City's annual budget. The CFP is where City desires to improve the infrastructure to meet existing and growth needs are reconciled with the reality of limited funding available to the City. 

  Capital Facility Project Management

Projects scheduled in the Capital Facilities Plan (CFP) are constructed by a private contractor chosen by a bidding process. This department is responsible for ensuring the engineered plans meet City standards and requirements, overseeing the bidding process, managing the contract and inspecting the project to ensure it conforms to the plans.

Capital projects include major improvements to all the utility systems including the water and wastewater treatment plants, street construction and reconstruction, trail construction and surface water improvements.
